A skill does not stop being useful when the goal changes. State Management, Conscious Decision-Making, Aligned Action, and other Courses can support several Programs while remaining focused, complete, and independently purchasable when released.

The Program supplies the goal-specific context, sequence, integration assignments, milestones, and completion requirements. The Course remains responsible for one skill.
